Travel Map Generator is a tool that allows you to color (highlight) any country in Google Maps. It generates a code as well, in case you want to use it on your website. I think it is especially useful for travel sites, i.e for highlighting the destination country, making it easy for users to locate the country.
Official usage suggestion for this tool is; to use it as a travel map generator, for creating maps that highlight the countries that you have visited. (If that’s the case, I think new feature “countries to be visited” would be a great addition).

It’s not a Google feature, but a third party script which uses Google API for Google Maps.
