al-Rajhi Bank’s Debit Card works with PayPal
A week ago I opened a bank account with Al-Rajhi Bank (Malaysian Branch), it’s the largest Saudi based Islamic bank in the world. Since it’s operations are Shariah compliant, they do not provide Credit Card, instead they give Charge Card. It’s basically a VISA enabled Debit Card.
This card is linked to your account, and you use your own money. That means, if you do not have any money in your account, you simply cannot purchase anything. (Bank won’t be lending you any money, and of course won’t be able to charge you interest. So, it’s an interest-free bank). Other than that, it has all the functions of a Credit Card.
Paypal Withdrawal
Upon receiving my debit card, I made a test withdrawal of $20.00 from paypal, -$5.00 for transaction fee (see below). So, I was supposed to get $15.00 . The transaction was successful.

So, those who couldn’t withdraw with PublicBank Debit Card should try Al-Rajhi Debit Card. You can open savings account with just RM20 ($6.00). Both savings and checking account comes with Debit Card.
al-Rajhi Internet Banking
Al-Rajhi offers internet banking where you can keep track of your transactions. Here is a screenshot of the paypal transaction that I made. It was processed on 10th March, it took about 4 days to process.

So, here you go. Another card that works with PayPal in Malaysia.

About this alrajhi card, I have been using it to withdraw my paypal for the 10th time. The problem occurs this week when the withdrawal took more than 5 working days and until now I didn’t receive it in my account.
You can’t buy anything or verifying your account with paypal using this card as the policy of the bank still not being changed. They afraid if the card being used for gambling and porn related.
By the way, the withdrawal limit for this card limited to $500 daily and I did send email to paypal support -> the reply was, Alrajhi policy (can’t increase the withdrawal limit)- to avoid the money laundry cases.
The forex charges is low and competitive if compared to the Public Bank Debit card.
To whom wanted to involve in internet business must have two cards, Public Bank Debit Visa to verify and Alrajhi to withdraw.
Good luck and than Ades for sharing the knowledge.

xBrain, you are right, you cannot verify your paypal account with this card.
However, I didn’t have any problem using it online. I did purchase things and it went without any problem.

great find! many southamerican people look for debit cards like this, Ades you could find other cards and banks in southamerica (chile, argentina, etc)??
great post!
By Ades on Mar 12, 2008
Sergio, you could use VMI Card. Ask them if South American countries are supported. I think they should be.

Internet banking is the future. There are so many popping up all over the place. They operate with so much less overhead and can offer the customer more perks.

$5 transaction fee! That seems a little steep. Is it $5 regardless of the transfer amount?
By JC on Mar 13, 2008
I live in Australia. Can I open an account via Internet?
Thanks for you nice post.
By Ades on Mar 13, 2008
- Jayson, yes it’s a fixed $5 fee for any amount of withdrawal transaction.
- JC, unfortunately you cannot open through internet. Paypal supports any VISA card, so try getting one in Australia itself. I am sure banks over there offer debit cards as well.

Paypal is so widely used these days. Almost every bank and every card works with Paypal. If only they would reduce their charges a little.

A debit card, or also known as a charge card, from any bank through visa or master will work better than most others because, it will save the drawer from falling into debt. You can use this card only if there is balance in your account. As simple as that.

I wonder if this would help me beat the ever increasing taxes in the UK. Do you ahve any experience with this?
By Ades on Mar 14, 2008
YI, I don’t think it can beat your taxes ;) death and taxes will stay as long as you are alive, at least in non-Islamic countries. For example, Islamic countries like Saudi and Brunei enjoy tax-free life. Of course they still need to contribute about 2.5% of their wealth to the needy (zakat).
By PS3 on Mar 14, 2008
A contribution of 2.5% is a nice gesture. Our top rate of income tax in the UK is almost twenty times as much.
The nearest thing we have to the sort of card featured in this post is a pre-paid credit card. Certainly comes in handy.
By Make Money Online on Mar 14, 2008
Tax in the UK is ridiculous and now they have just put the tax on road tax and alcohol up and petrol going up again shortly.

Hmm, I don’t have debit card. I often withdraw from paypal to my local bank account (rather than withdraw to my cc). Maybe interested with VMI Debit Card.
By Futon-Matt on Mar 15, 2008
Yeah, I don’t understand why you would withdraw to a credit card instead of a bank account.
By Ades on Mar 15, 2008
Futon-Matt, because paypal does not allow some countries to withdraw to their bank account, they allow you to withdraw to your US bank account only. Since we do not have US bank account, we need to either withdraw to CC or Debit Cards. Hence, all these discussions…

Hi Ades,
Although Public Bank offer debit card, the bank won’t approve your application if your name is listed in Malaysian Credit checking company called CTOS (listing of legal action by banks against anyone for non payment of loans or credit card). My friend’s application got rejected because he defaulted in a credit card before. I thought debit card doesn’t provide credit facility, why need the checking?
By the way, has anyone tried using tunemoney.com’s Visa Debit card for Paypay verification or withdrawal since its still a Visa debit card.
note: tunemoney’s Visa debit card currently only available for Malaysian.

Hi Ades,
You said before you have successfully used you al-rajhi bank debit card to purchase things online. Can you specify which websites? Do you open savings or current account with al rajhi bank?
I am asking these questions because my al rajhi bank debit card is declined when I tried to purchase through the merchant Reg.net. I have called the Customer Service and they said the debit card is not accepted at some websites, including amazon.com. By the way, I have enough balance in my account.
I hope you’ll response a.s.a.p. Thanks
By Ades on May 5, 2008
Hafidz, my al-rajhi debit card was declined by amazon as well. but i did use it on several websites (e.g ibtbooks.com) and it worked fine. when I called to customer service they said some website were not supported, but they said they are working on it to make it fully supported by any website that has visa logo on it.
my card is under my checking account.

By Ades on May 6, 2008

Hello guys. I’m new in Saudi Arabia and I’m not sure whether to open a credit card account tied to the ATM account that will be issued to me by my this month. I want to be able to integrate my personal Paypal account to my personal sites before I integrate our company’s corporate account into their website (www.almotawa.com and http://www.homy.com)
Can someone please tell me what the requirements are. I’m a Filipino working as a web developer for my Arab employer.
Thanks in advance.

Hello all,
There are some info that i like to share regarding about al rajhi debit card. First of all, you cannot use al rajhi debit card to verified the paypal account if you use it as a primary card. You need to have other card as primary and then add the al rajhi debit card as a secondary card. If you do that it will work perfectly. But it only functional for receiving money only. Sad for debit card nowadays, because its claims that we can use any where as long as have visa sign but sometimes it dont happen as it said. Its suck but it nothing we can do. It is always have another solution for us.go public bank but there are too slow to approve our application compare with al-rajhi. Hope later it can be upgraded so we can use al rajhi debit card without hassle in future.

I don’t have that account and if i have that, hope it won’t be any problem for online purchasing at this range.
By arisking on Aug 20, 2008

arisking, you can’t verify your account with al-rajhi debit card, you need to verify it with other cards first. i have verified mine with public bank debit card first. then just added al-rajhi debit card to have more options to withdraw to my different bank accounts.

Another debit card you can use to transfer paypal money to Malaysia is TuneMoney Card. You can verify this card and transfer your money without any problem. You can get it at http://www.tunemoney.com
