Malaysians can withdraw their PayPal funds - once again…

Note: This debit card should work for anyone in any country worldwide that cannot withdraw PayPal funds in their local banks. However please check with the card issuer or an agent before you order the debit card.

After the discontinuation of a Debit Card provided by gCard, I have been looking for another Debit Card that will enable me to withdraw my PayPal funds at ATMs in Malaysia (and Worldwide). Recently I found Virtual Money Debit Card and decided to give it a try. After ordering the card and activating it I sent a test *amount* to see whether it will go through. And go through it did! I was able to withdraw. [see the screenshot of my first withdrawal below]

Let me write the rest in the form of a tutorial, so that you can follow it and learn how to withdraw your PayPal funds:

  • Ordering the Card
    Since the card can only be purchased through agents or resellers, I contacted Virtual Money and asked them to refer me to one of their agents. They referred me to Millie Luong, and she contacted me right away by sending me an email. I ordered my card through her and received the card in about 10 days. The total cost of ordering was $28 ($25 + postal fees $3).


    The card comes with information about the card, how to use it and how to activate it.

  • Activating the Card - phase 1
    First phase of activation is done online, I went to this page and entered the Card Number (Number on the face of the card), my Date of Birth and the Activation Code that I have received in the mail.

  • Activating the Card - phase 2
    Then I sent the following information to the agent (Millie Luong); Full Name, Date of Birth (again), Address, Telephone, Email and Passport Number. As well as the scanned copy of my passport. Within 24 hours I received an email from Millie saying that I was now successfully registered as Virtual Money Debit Card user.

  • Withdrawing from PayPal
    Once inside your PayPal account click on withdraw and add your debit card. Once on the page here is how you should fill up:

    a. Bank Name: Southwest Bank
    b. Routing Number: 111900756
    c. Account Number: 8 + the last 9 digits of your card number.

    Example: If your card number is 6278 9510 1234 5678
    Your account number would be 8012345678

    It is important that you register this Virtual Money account as “Checking” and not savings.

  • Withdrawing your funds at ATM
    You should give 3-4 business days for PayPal to process your withdrawal. During this time you can login to your Debit Card account at personal.virtualmoneyinc.com and check if your funds have arrived. When you see that they have arrived, you can go to any ATM that has the Cirrus logo and withdraw your money.

      Monthly Account Service Fee 2.70
      Card to Check 4.95
  • Final Say: Bank confirmation
    Unline gCard, unfortunately for me I didn’t get the two small amounts (usually between 0.02 to 0.99 cents) that PayPal sent in my Debit Card account. Therefore I was not able to confirm the bank account inside my PayPal account. I am not sure if this is the case for all Virtual Money debit cards or it is just me i.e isolated case.

    Bank account confirmation is just a measure of security to make sure that the bank that you are withdrawing funds to is verified by PayPal and that it’s going to your account. Since the Debit Card account will be under your name, there should not be any problem withdrawing your funds.

    I hope some one can help me about my problem.

    Theres some part i dont understand in virtual money card form:
    1.Account ste-up fee
    2.Health benefits (@ months)
    3.Minimum load/deposit
    4.Additional load/deposit
    5.VM Card #
    6.Account # 80-
    7.can i receive VMCard in my others address? or i must received the card same as with my ID address?

    - Alfa, you can receive the card at different address. Just talk to the agent first before buying. Just to make sure.

    Vlad, what I meant is that PayPal gives you option to verify this account (which your VM card is on), and they will send two small deposits. In order to verify your account you need to enter back the amount deposited in your PayPal account. It is not used for PayPal verification but for bank account verification, it’s a security measure to ensure that money goes to correct bank account.

    so i am confused, can this virtual money card be used to verify your paypal account or not? If you can withdraw funds do you not need to be verified? Or are you talking about 2 types of paypal verification?

    - No you can’t verify your PayPal account with this card, you need Credit Card or other Debit Cards to verify your PayPal account. You are talking about PayPal account verification, but I am saying that this card itself can’t be verified. They are two different things. One is account verification and another bank (debit card) verification.

    you will not able to verify you’re paypal with these cards, use google to search for forums talking about these cards, you wont be able to receive the two micro deposits, you will just get you’re account flagged by paypal. Be careful

    - I guess that’s possible. Especially if your account has some suspicious transactions that matches some of the criterias for fraudulent transactions.

    I guess it depends on your account status as well (if you had any suspicious transactions, i.e fraudulent) then having debit card as a withdrawal option might be a problem. So far I didn’t have any problem with this card or the paypal.

    Are you still able to use this in paypal? I just got this debit card yesterday and when i tried registering it today using my debit card i got an error. It says “This bank account has been disabled for use on the PayPal site. Please use a different bank account.” Do you have this problem as well?

    - I have just withdrew and it went fine.

    Hi, Sir, I just run thru many method to withdrawl money from paypal, some ask me to Etrade, some ask me to S’pore open DBS account and sign up virtual office, and some tell me debit card easilly banned by paypal, example : Accent card.     Yep, I heard that too Ian.
    Not only VMI, but AccentCard VISA and also E*Trade.

    If you don’t know Malay, fine. Just head on to the italicized section of post #25 at:

    All new applications from non-US members are now to be processed and maintained by E*Trade Securities Hong Kong branch - so it’s no longer easy as before to add E*Trade as your US bank account in your PayPal account — you may just not be able to. In addition, you won’t be getting the VISA Platinum Debit+ATM card too. Including the US checking book, I believe. And although all these apply to NEW applicants only, I also heard that ACH or direct-deposit can’t be done any more - that means, even old non-US members wouldn’t be able to withdraw their PayPal funds despite they own the ATM card and/or checking book.

    Now somebody is currently buzzing about another VMI ikon… and it’s also priced at $28 incl. shipping & handling :-) I wonder if it’s actually nothing but the VMI one… but considering the person (a sincere internet marketer from Malaysia), I just don’t really think so. Does VMI expires after 1 or 2 year(s)? If yes, then this one isn’t VMI because it’s claimed to be forever active until you yourself de-activate it ;-) Don’t worry, I’ll let you know when I myself know all the detailed info about that very card.

    How about you Vlad? I mean, it’s now coming to August… maybe you can tell us about your latest VMI ‘performance’?

    VMI does not expire, unless of course you leave it without use for years then it will be deactivated.

    hey there! this is hendrik from germany. i found this blog while searching for ways to distrbute the vmi card. i´m vmi cashier and am looking for new customers. from my experience with paypal and the vmi card i can tell you the following: i opened some german paypal accounts. i verified them with virtual credit cards so there were no more limits anymore. to each account i added a vmi as bank acount. then i recieved some money into them and directly withdraw to the vmi cards. everything went okay and after two days the money was credited to my vmi accounts. so i don´t know how about other countries paypal accs and vmi but for german accs it works great. maybe i will try to open malay pp-account and add it to this one. will let u know about the outcome then.

    but one more question: why don´t you just create another countries paypal account, verify through vcc and add vmi then if it doesn´t work for malay papyal accs anymore? i have accounts from about 7-10 different countries and don´t have any problems at all.

    OK.

    I’m quite assured the VMI ikon I mentioned earlier is actually VMI.
    Because the person emphasized DOB (= Date Of Birth) twice,
    excerpt from his 2nd message:

    No documentation needed to buy this card. Just your REAL name,
    IC, DOB and address will do.

    * IC = Identity Card, for Malaysians, it’s called MyKad.

    i already have my virtualatm card. the problem is i recorded it as savings account. also, i deposited my money through ACH following the instructions sent by Millie Luong which is 8+ last 9 digits of Virtualmoneyinc card.

    how ever a friend’s deposit last aug 16, 2008 to my ach account to southwest bank using the same details you stated above has not yet appeared on my virtual money card until today Sept 7, 2007. what should i do? millie luong has not been answering my messages for the last week. i am also sending messages since two months ago to virtual moneyinc website (contact us icon) but they have not answered me until today sept 7, 2007?

    can you help me with my problem?

    I wish I could Rex, but I am a card holder just like you. My suggestion would be keep contacting Virtual Debit Card guys, I don’t think Millie Luong can help you either. Because I am sure she is just an agent selling the cards. Either way try contacting her too.

    some say YES..and some say NO !!
    if YES, then everybody should not facing any problem with it…however, why some have problem with Paypal after include VMI??

    Hi, After reading the comment by everybody here i am now confused as to whether the Virtual Money Debit Card is the solution to our paypal withdrawing woes or not? If we got 10 Virtual Money Card Users here and and only 2 users got flagged down by paypal then its not that bad. But what really is the percentage of that? And if we really got paypal asking us to provide the US Bank Statement, how do we go about it?

    Now that paypal allows you to withdraw to any credit card or debit card. You don’t need to buy this card.

    Even if it´s said you can withdraw to “any” debit or credit card. there are more people out there telling their cc or dc was denied by PP then people who successfully withdraw to their cc or dc so the vmi is still a very good alternative.

    i have an old paypal account that is limited with funds in it. I have a new vmi card which i want to add to withdraw my paypal funds. My funds were already frozen for 6 months and account remains limited. I was told once funds have been limited and the 6 months are up, they cannot limit or hold the funds again even if adding new bank such as vmi. Is this correct? What are my chances of withdrawing to new vmi card?

    victor, if your account has been frozen for 6 months and there is no news from paypal. Then I think the chances of withdrawing your funds are very slim. What was their last email? Have you uploaded all the required docs?
