PayPal’s “Deny Payment Button” Usable?

Too many times this Deny Payment button of PayPal made me almost click it. [screenshot]. I think it’s something to do with the positioning of the button, it’s like the ‘reset’ button in badly designed Contact Forms, lures you to click it without thinking. I am wondering if it is a bad usability on PayPal’s side (I believe so…) or is it just me? What do you think?
